Licence Condition
The licensee must engage a suitably qualified and experienced professional to develop a robust and best practice program that monitors any impacts to ecological or human health receptors in the receiving marine environment from effluent discharges from the Winney Bay Ocean Outfall. The licensee must provide the EPA with a report that demonstrates and justifies the proposed monitoring methodology against current best practice ecological methodology for monitoring ecological impacts from effluent release to the marine environment. The report must be provided to the EPA at info@epa.nsw.gov.au by no later than 30 November 2025. The ecological and human health monitoring and assessment must be conducted 5-yearly. The first sampling event must be completed in 2026, followed by follow-up sampling in 2031 and 2036. Notwithstanding these dates it is anticipated the monitoring frequency and locations will be reviewed following each report. Reports on each monitoring event must be submitted to the EPA at info@epa.nsw.gov.au by 31 December of the year the monitoring was conducted. The report must include statistical interpretation of variation, include any historical data available and an analysis of temporal trends. The report must draw conclusions as to the environmental and human health impact of the outfall and make recommendations for future monitoring and actions.
